On a Hyundai or Kia hybrid it means the battery computer found a cell sitting roughly a volt below the rest of the pack — a real cell drifting away from its neighbours. On a Chevrolet Volt or Cadillac ELR it is far more specific than that: it is the sense circuit for cell group 47 of the pack's 96 groups, and it sets when that circuit reads 0.2 volts or less. That number is the whole diagnosis. A lithium cell group genuinely sitting at 0.2V would be destroyed — the pack's own floor is 2.5V — so a reading that low points at a lost or broken sensing connection far more often than at a dead cell. Same code number, opposite first suspect.
