Can an Ioniq Hybrid battery be reconditioned?

No — it isn't module-built. The pack is supplied new and fitted complete. Be sceptical of anyone offering a rebuilt one.

My Ioniq has a battery degradation code. Is the pack finished?

Not necessarily. On these cars the sensing circuit and the battery management software are both capable of setting degradation codes, and both are far cheaper to fix. They get ruled out before any pack is quoted.
