P1B96 reports that the high-voltage battery has degraded past its allowed limit. Kia's bulletin for the 2011–2014 Optima Hybrid groups it with two sensor-circuit codes, which means the sensing circuit can set it instead of the cells. That check is the difference between a wiring repair and a new lithium pack.

"Has the applicable Kia bulletin and the battery management software update been checked for my model year?" If the answer is no, the car has not been diagnosed yet.
